CALL FOR PROJECT PROPOSALS on HIV and AIDS
Deadline for applications: 16 November 2008
Small Island Developing States (SIDS) are highly vulnerable to the devastating economic and social impacts of HIV and AIDS due to the limited resources they have available to combat the pandemic. Youth, and young girls in particular, are among the most affected. 50% of new HIV infections are among persons between the ages of 15 and 25. The behaviour of this key age group greatly influences the future course of the epidemic, and for this reason, efforts are largely focused on this important demographic/group.
The United Nations Educational, Scientific and Cultural Organization (UNESCO) plays a leading role in the UN system in HIV and AIDS awareness and prevention through education. Building a strong community of young champions and leaders is critical for an effective response to HIV and AIDS. Consequently, in light of the theme of ´Leadership: Keep the Promise´ for World AIDS Day on 1 December 2008, UNESCO´s Youth Visioning for Island Living initiative is encouraging young people from SIDS to take action!
Youth Visioning for Island Living is a capacity building initiative, which aims to empower young people in small islands to make a difference. Enthusiastic and dedicated young people can receive support (up to US$ 8,000) to implement their own HIV and AIDS project in their community.
What is expected of you?
- Create and promote awareness about HIV and AIDS through working
with your youth organisation;
- Be a team leader and share your skills and experiences with others
in the community;
- Create networks and partnerships so that your project can be
sustainable after funding has ended;
- Provide regular progress updates, deliver financial statements, a
final report, photos, videos etc. of your project;
- Review and provide support for the other project leaders who are
also implementing HIV and AIDS projects.

APPEL A PROPOSITIONS DE PROJETS SUR LE VIH/SIDA

Les petits états insulaires en développement (PEID) sont hautement vulnérables aux effets dévastateurs du VIH/SIDA aux niveaux économique et social, en raison de leurs moyens limités pour combattre l'épidémie. Les groupes les plus touchés sont les jeunes, et plus particulièrement les filles. En effet, la moitié (50%) des nouvelles infections au VIH dans le monde concerne les jeunes âgés de 15 à 25 ans. Le comportement de ce groupe d'âge clé a une grande influence sur le cours futur de l'épidémie. C'est pour cette raison que les efforts sont largement concentrés sur cette population.
L´Organisation des Nations Unies pour léducation, la science et la culture (UNESCO) joue un rôle de premier plan dans le système des Nations Unies en matière de prévention et de sensibilisation du public au VIH et SIDA à travers l'éducation. LUNESCO considère quil est essentiel de former une communauté de jeunes champions et activistes, acteurs de transformation sociale, qui soit solide pour lutter efficacement contre le VIH et le SIDA. Par conséquent, dans le cadre de la Journée mondiale de lutte contre le SIDA (1er décembre 2008), dont le thème est pour cette année « leadership » et le slogan "Stoppons le SIDA. Tenons notre promesse", le programme de l'UNESCO intitulé La Vision des jeunes sur la vie dans les îles encourage les jeunes des PEID à se mobiliser!
La Vision des jeunes sur la vie dans les îles a pour objectif de développer les compétences et la confiance en soi des jeunes vivants dans les PEID pour les responsabiliser face aux défis que traversent leurs îles. Une aide (pouvant aller jusqu'à 8,000$EU) peut être accordée aux jeunes les plus enthousiastes et dévoués, afin de les aider à mettre en Suvre dans leur communauté leurs propres projets relatifs au VIH et au SIDA.
Qu'attendons-nous de vous ?
- Sensibiliser le public sur le VIH et le SIDA en travaillant avec
votre groupement associatif de jeunes ;
- Tenir le rôle de chef d'équipe et partager vos compétences et
expériences avec le reste de la communauté ;
- Créer des réseaux et des partenariats pour assurer la pérennité de
votre projet au delà du financement offert par lUNESCO dans le cadre
de cet appel à projets;
- Nous transmettre des mises à jour régulières sur l'avancement du projet, nous remettre un état de financement détaillé, un rapport final, des photos, des vidéos etc. de votre projet ;
- Evaluer et fournir une aide aux autres chefs de projets qui mettent en Suvre leurs propres projets sur le VIH et le SIDA.

CONVOCATORIA DE PRESENTACIÓN DE PROYECTOS VIH Y SIDA

Los Pequeños Estados Insulares en Desarrollo (PEID) son altamente vulnerables frente los devastadores impactos económicos y sociales ocasionados por el VIH y el SIDA, sobre todo debido a los limitados recursos disponibles para combatir esta enfermedad. Los jóvenes y particularmente las jóvenes forman parte de la población más afectada por la pandemia, en efecto, la población entre 15 y 25 años supone el 50% de las nuevas infecciones de VIH. El comportamiento de este grupo
de edad determinará el curso que tomará la epidemia en el futuro. Por esta razón, muchos esfuerzos se concentran en esta población en
particular.
La Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) desempeña un papel líder dentro del sistema de las Naciones Unidas respecto a la concienciación y prevención del VIH y SIDA a través de la educación. La UNESCO cree que la construcción de una comunidad de jóvenes campeones y líderes es de vital importancia para la elaboración de una respuesta efectiva frente al VIH y al SIDA. En este sentido y siguiendo la línea del tema Stop SIDA:
Mantener la Promesa-liderazgo propuesto para el Día Mundial del SIDA, el 1 de Diciembre 2008, la iniciativa de la UNESCO Visiones de los Jóvenes para la Vida en las Islas alienta a los jóvenes de los PEID a implicarse directamente en esta lucha a través de acciones concretas.
Visiones de los Jóvenes para la Vida en las Islas es una iniciativa que busca construir y fortalecer las capacidades de los jóvenes de las pequeñas islas para responsabilizarlos ante a los desafíos a los que hacen frente sus islas. Estamos deseosos de apoyar a jóvenes entusiastas con un financiamiento de hasta 8,000$ dólares americanos para la implementación de proyectos en relación con VIH/SIDA en sus propias comunidades.
¿Qué esperamos de ti?
- Promover y crear conciencia respecto al VIH y al SIDA trabajando conjuntamente con organizaciones de jóvenes;
- Ser un líder y compartir tus habilidades y experiencias con otros miembros de tu comunidad;
- Crear nuevas redes y lazos con socios locales de tal manera que tu proyecto siga siendo sostenible aún después de que el financiamiento
de Visiones de los Jóvenes haya terminado;
- Darnos a conocer de manera regular el progreso y las adaptaciones del proyecto, tenernos al tanto del estado de tu presupuesto, hacer un reporte final, ilustrar el proyecto con fotos, videos, etc.
- Ayudar a revisar y proveer soporte a otros proyectos realizados por jóvenes líderes como tú que también relacionados con el VIH y SIDA.

PLANNING AN EVENT FOR WORLD AIDS DAY?

i have yet again come across this email:
Hello all!
Although December 1st may seem far away, it's not too early to start planning for your World AIDS Day events! Last year, in partnership with the
World AIDS Campaign, GYCA members organized over 100 events in 34 different countries, and this year, we hope to organize even more events! This year's theme is *leadership* which gives you an opportunity to highlight youth leadership, run a program to train young leaders to fight HIV, urge
political leaders to take leadership on youth HIV issues, or address the issue of leadership, youth, and HIV/AIDS in other ways.
We at GYCA have prepared a special toolkit (attached to this email) with practical tips on organizing Local Gatherings for World AIDS Day. If you're planning on organizing a GYCA event, please fill out and send the Registration Form (attached) to Andrea@youthaidscoalition.org by November 12th. We are not able to provide funding for events, but can provide some technical assistance as well as advertise your events on the GYCA website.
You can organize an event that best suits the needs of your own community. It could be a networking meeting, a training, a film screening, a letter writing session to public officials on a particular issue, a protest of a bad policy/program/human rights abuse, a fundraiser, a volunteer service day at a clinic or hospice, or whatever else you think would work well in your country's context. More information about these types of events is available in the toolkit!

Three million injecting drug users are HIV-positive

Approximately 16 million people worldwide inject drugs, with 3 million infected with HIV, according to a study published in the September 24thedition of *The Lancet*. High levels of HIV infection amongst injecting drug users were observed in south and south east Asia, eastern Europe and Latin America. However, the investigators' study was limited by a lack of reliable data from many countries, most notably in sub-Saharan Africa, an indication of the neglect of the HIV prevention needs of injecting drug users.
Injecting drug use has caused health problems around the world, not least the transmission of bloodborne infections, most notably HIV. Accurate and reliable estimates of the number of injecting drug users and HIV prevalence amongst them is needed so that appropriate and targeted health promotion interventions can be designed.
Such estimates are now four years out of date. There are a number of difficulties developing such estimates. Because injecting drug use is an illegal and stigmatised behaviour, estimates from population based surveys are often under-estimates. Furthermore, many developing countries do not have surveillance systems in place.
A team of investigators based in Sydney, Australia, therefore conducted a literature search in August 2007 to try and establish the number of injecting drug users aged between 15 - 64 around the world and HIV prevalence amongst them. Their search included both peer-reviewed papers and what that called "grey literature" - estimates that had not been subjected to the rigorous analysis of peer review.
The investigators' search revealed that injecting drug use was reported in 148 countries. Surveillance information was extremely patchy for some world regions with only six of the 15 countries in the Caribbean reporting injecting drug use and 13 of the 47 countries in sub-Saharan Africa.
There were also weaknesses with the surveillance information available from richer countries. The information on the extent of injecting drug use from Belgium, Denmark, France, Ireland, Italy, Spain and Switzerland all dated to before 2000.
Nevertheless, the investigators calculated that the 0.363% of the population in the countries supplying data were injecting drug users. Estimates of the proportion of injecting drug users in individual countries ranged from only 0.02% in India and Cambodia to over 5% in Azerbaijan. There were also considerable variations in regional estimates, with 0.056% of the population estimated to inject drugs in south Asia but 1.5% of the population in eastern Europe. In the UK, an estimated 0.39% of the population inject drugs.
Based on this data, the investigators estimated that there are 15.9 million individuals around the world who inject drugs.
Next the investigators calculated HIV prevalence amongst injecting drug users. This estimate was based upon data from 128 countries. The investigators note that 85% of their estimates regarding HIV prevalence are based upon information contained in "grey literature."
Prevalence varied considerably between individual countries, ranging from 0.01% in eight countries to over 72% in Estonia. In nine countries HIV prevalence amongst injecting drug users was over 40%, including Argentina (49.7%), Brazil (48%), Kenya (42.9%), Nepal (41.39%) and Thailand (42.5%). In a further five countries prevalence was between 20% - 40% including Cambodia (22.8%), Russia (37.15%) and Spain (39.7%). In the UK, an estimated 2.3% of injecting drug users are HIV-positive.
HIV prevalence varied significantly within some countries. In Russia, 0.3% of injecting drug users are HIV-infected in Pskov, compared to 12% in Moscow, 32% in St Petersburg and 74% in Biysk.
Overall, the investigators calculated that 3 million injecting drug users around the world are HIV-positive, the largest populations of HIV-infected drug users being in eastern Europe, south and southeast Asia and Latin America.
Concern is expressed by the investigators about the lack of information about the scale of injecting drug use in some world regions, particularly sub-Saharan Africa, the world region with the highest HIV prevalence, where they believe "a constellation of risk factors" exist for the development of injecting drug use.
They also note the dynamism of the HIV epidemic amongst injecting drug users. In the late 1990s there were few HIV infections amongst injecting drug users in Estonia, but one study suggests that 72% are now infected.
"There is a clear mandate to invest in HIV prevention activities such as needle exchange and syringe programmes and opioid substitution treatment and to provide treatment and care for those living with HIV/AIDS", conclude the investigators. They add, "the magnitude of the risk has not been met with an equally concerted investment in research to quantify the problem."
An accompanying editorial comments on the "disturbing trends" of HIV prevalence amongst injecting drug users and says that "it should be an imperative - for both resource-constrained countries and international donors - to implement large-scale evidence-based programmes of HIV prevention whenever there is an indication of a problem with the development of injecting drug use."
