Apologies for not posting PrepCom 3 updates for the past days. Attending to meetings and lobbying governments have consumed most of our time here. The latest version of the Draft Declaration have been uploaded to www.wsis.org . The Youth Caucus is generally comfortable with the present youth paragraph, especially that is gives due recognition to the role of youth as innovators, entreprenuers and decision-makers in the information society. Of course, it is worthy to note that the entire Draft Declaration is bracketed -- meaning every word is subject to change. The key action for the Youth Caucus next week is to ensure that the youth paragraph is kept as is or even improved -- meaning, securing more support from governments and other stakeholders -- and start another round of lobbying with respect to proposed language changes to the Action Plan.
Yesterday, most of the Youth Caucus had a great time holding a picnic and playing soccer near Lake Geneve -- the scenery is heavenly awesome.
Over the past week, Philippine civil society attendees to PrepCom 3 had the opportunity to interact with the Philippine Permanent Mission.

It's 2nd day now of PrepCom 3. The Inter-Governmental Plenary and Civil Society have each spent the day (and yesterday) re-writing the Draft Declaration. We are now on the 2nd block of paragraphs (paras 11-33), tomorrow will be the last day for governments, international organizations and UN agencies and civil society to make Plenary interventions on the Draft Declaration. The following debates will be focused on the Draft Action Plan.
The Youth Caucus has just released the 1st issue of the Youth@WSIS newsletter. Working Teams on Communications, Content & Themes and Lobbying, National Strategies and Summit Activity Planning were created by the Youth Caucus. This strategy aims to devolve tasks during PrepCom 3 and in preparation for the Summit.

Reporting from Geneva on the occasion of the WSIS PrepCom 3, a number of civil society representatives from the Philippines, attended the CONGO-organized WSIS Orientation Session yestesday. The Session provided developments on the process, documents and preparations leading to the Summit in December 2003.
The WSIS Youth Caucus held its own briefing meeting in the afternoon and brainstormed on matters of engagement to PrepCom 3. A daily 4-6 pm Youth Caucus meeting has been scheduled to discuss networking/lobbying strategies, action plans and emerging issues on the WSIS agenda.
Young people from Canada, Australia, Denmark, Japan, Togo, Brazil, Germany, Italy, Belgium, Nigeria and the Philippines have come together to comprise the WSIS Youth Caucus for PrepCom 3. More youths are expected to arrive over the next two weeks.

YVSD is at present writing the official meeting report containing thematic feedbacks from the Consultative Meeting delegates, specific commitments gathered setting the roadmap of the national WSIS youth campaign and event photos. The report will be posted here sometime next week.

Come September 8, 2003, YVSD, in partnership with the Asian Development Bank, YCDO Network, TakingITGlobal and Consuelo Foundation, will convene the 1st Philippine Youth Consultative Meeting on WSIS at the ADB Headquarters. Close to a 100 youth from community- and university-based organizations, ICT industry, government, civil society and the Office of the Philippine President interested in ICT4D and WSIS are attending said event.
A Philippine Youth Declaration and Plan of Action on WSIS will be adopted as well as a WSIS Youth Philippines Committee will be created to strengthen the national WSIS youth campaign spearheaded by YVSD.
