Hi all!
FYI, please find below a short report from Jennifer Czincz, who participated in the last round of consultations in September. Jennifer had the occasion to participate in an international event on Youth and Information and Communication technologies (ICTs) from September 24-26. Jennifer kindly agreed to share with you her experience. Do not hesitate to contact her at jczin102@uottawa.ca should you have any questions. Review of the Global Youth Forum “Youth and ICT as Agents of Change”

A Global Youth Forum entitled “Youth and ICT as Agents of Change” was held in September 2007 at the Geneva International Conference Centre in Switzerland. The conference was co-hosted by the Global Alliance for ICT and Development (GAID) and the International Telecommunication Union (ITU) and focused on examining the role of technology in advancing people’s lives around the globe. The aim of the event was to actively engage youth with policy makers, government officials, and private and public sector representatives on the topic of how information and communication technologies (ICT) can serve to improve the state of health, education, and political activism on an international sphere. Some of the prominent topics addressed at the forum included bridging the digital divide, obstacles to accessibility and usage of ICT, and the general role of ICT in international development.
An obstacle faced at the outset of the event was whether there was sufficient emphasis being placed on the voices and opinions of the youths themselves. Numerous conference attendees grew impatient with the lengthy speeches given on the first day by government officials and organization representatives. It was expressed that precious time for the sharing of ideas and development of actionable plans was quickly passing. As a result of these concerns, some revisions were made to the remaining conference agenda to ensure that the thoughts and opinions of the youth would be a central focus. The remainder of the event consisted of various workshops and panels run by both public and private organizations (i.e., UNESCO, TakingITGlobal, World Health Organization, Google, Peace Corps, Microsoft) where ideas and action plans were shared on the topic of Youth and ICT. The conference culminated in three panel discussions of youth on the following topics: Health and ICT; Education and ICT; and Political Activism and ICT.
The event provided an opportunity to unite and address two forces whose influential power on both political and social development are often underestimated: Youth and ICT. The conference provided an opportunity for the exchange of ideas, project collaboration, and the creation of both professional and personal contacts. While there were several glitches in the organizational aspect of the forum, it served as an inspirational example of the power of uniting youth with private and public sector representatives to develop innovative ideas with concrete actionable components.

Un Forum mondial sur la jeunesse et les technologies de l'information et de la communication (TIC) en faveur du développement sous le thème “Les jeunes et les TIC comme agents de changement” a eu lieu en septembre à Genève en Suisse. La Conférence, organisée par l'Alliance mondiale pour les TIC et le développement et l'Union internationale des télécommunications (ITU), a mis l’accent sur le rôle de la technologie comme moyen d’améliorer la qualité de vie de tous. L’objectif de l’événement: engager les jeunes dans des discussions avec les décideurs politiques, des représentants des Gouvernements et du secteur privé. Parmi les thèmes principaux discutés lors du forum: le fossé numérique, les obstacles à l’accessibilité et l’usage des TIC, et la place des TIC dans le développement international.
Un obstacle lors de l’événement a été le fait de savoir si effectivement il y a avait eu une place suffisante accordée à la voix et aux opinions des jeunes eux-mêmes. De nombreux participants à la conférence ont vus leur patience mise à l’épreuve la première journée en raison des longues allocutions. Il a été mentionné que ce temps aurait pu être réservé au partage d’idées et au développement de plans d’actions. En réponse à ces préoccupations, certaines révisions ont été faites à l’ordre du jour de la conférence afin d’assurer que les opinions des jeunes en seraient le principal point. Le reste de l’événement a consisté d’ateliers et de panels dirigés par des organisations publiques ou privées (ex. l’UNESCO, TakingITGlobal, l’Organisation de la santé, Google, Peace Corps, Microsoft, etc.). La conférence a culminée en trois panels de discussions jeunesse sur les thèmes suivants : santé et TIC; éducation et TIC; et activisme politique et TIC.
L’événement a offert une opportunité d’unir et de discuter deux forces influentes sur le développement social et politique mais souvent sous-estimées : les jeunes et les TIC. La conférence a aussi offert une plateforme pour l’échange d’idées, la collaboration sur des projets ainsi que le développement de contacts, tant professionnels que personnels. Alors qu’il y a eu quelques petits « accros » dans les aspects organisationnels du Forum, celui-ci a servi d’exemple et d’inspiration en ce qui a trait au pouvoir d’unir les jeunes aux secteurs publics et privés afin de développer des idées novatrices aux composantes d’actions réalistes.
