I think alot has to do with the economy and standard of living the city/country the person lives in. Also education and job availability comes into play as well.

it has to do with the government and the Countries economy. countries with a better economy have more people above the poverty line. but not all the ppl below it deserve to be there. like bad governments , they dont realy help their ppl. but all in all it happens to be events in the persons life and the choices they make that will place them above or bellow the poverty line.
