How can technology enhance democracy?

How can technology assisting in promoting and advancing democracy around the world?
This is a question someone asked me on campus today. What do you think? I gave my answer and I'm considering putting something together in terms of a formal presentation on the topic.
Extending from that we can ponder some other questions. Is democracy the only legitimate means of the promotion of government? Is there a "one-size-fits-all" model of democracy that can, and should, be applied around the world?
We talk allot about social networking for social change, what about social networking for democracy? Is democracy social change? hmm.
