Frame of the meeting :

The Local Democracy Agency of Kosovo is a small association member of the broad network of Local Democracy Agencies (11 Agencies in the Balkans and one soon in Georgia). Initiated by the Council of Europe in 1993, the Local Democracy Agency’s program was originally aiming at helping the local councillors that were democrats and opposed to the war. Now the Agencies, including the one of Kosovo, focus their work on :
•promote practical initiatives to consolidate democracy at local level
•foster institution building at local level through exchange of know-how and training of local elected representatives and administrators
•develop a Europe-wide network of citizens committed to respect for human and minority rights
•foster the development of a civil society in which all sections of the community participate
•promote intercultural dialogue
•promote the respect of human rights

The youth projects and particularly those directed towards youth participation, are one of the LDA of Kosovo’s priorities, which follows in that matter some of the Council of Europe’s orientations.
•Promotion and support of youth organizations’ role in the development of democratic participation;
•Education to citizenship and youth participation by the young people ;
•Access of young people to the decision-making process.


Objectives:
Objectives and methodology:

To reach this aim we will have, with this meeting, the concrete objective to produce some small audiovisual and written documentaries, aiming at promoting youth participation in the local decision-making process through youth councils. To reach this objective, participants will bring their experiences.

Within the whole meeting, 6 written and audiovisual documentaries will be produced. They will focus on themes, methods and functioning of youth councils.

The production of the documentary will be the central objective of this meeting. All activities will directly or indirectly be linked to this. The mornings will be dedicated to a work of production and intellectual reflection, using the following methods : brainstorming, working groups, lecture, role game… The afternoons will be dedicated to activities of creation and expression : painting, theatre, writing… As for mornings and afternoons, the following topics will be tackled :

1.« A thousand and one youth councils in Europe. » Councils of quarter, town; regional, national and consultative councils; councils for action, political showcases of representatives... Panorama of the statutes of youth councils, of what they are and sometimes should not be.
2.« Who wants a youth council and why » ? Divergence of views between the political representatives’ expectations and the expectations of young people.
3.« Councils in action ». Desire to do, ability of the representatives to listen, ability of the young people to mobilize... What are the utopias of youth councils in Europe ; How do they get into action, with which difficulties and successes ?
4.« Dialogue, Dialogue... » How do the youth councils feel concerned and act on the big challenges that dialogue between people, between religions, between communities or social classes constitute?
5.« A Charter for youth participation in Europe ! » How do the youth councils integrate or could integrate the existence of the European Charter for youth participation, how to promote it and use it ?

Some themes may be added, cancelled or redefined.
