Description:
Titus Kuman is leading a group of youths in Kolgpeng village, Papua New Guinea, to construct a fish farm and sell the produce to the local communities. The youths have formed a group called 'Kum Youth Focus' in order to develop this project and others in the future.

According to Titus the main aim of this project is to, "solve the problem of unemployment among youths and other issues affecting communities. The aim of this project is to give a chance to these youths to realize the basics of living a better life by keeping them busy doing something worthwhile. At the end, the objectives are to have the youths have money in their pockets so that other basic needs and wants are easily accessed."

The first step of the project is to make all the stakeholders well aware of the project. This will then be followed by members of Kum Youth Focus and their partner organisations such as Youths for Sustainability executives plus other technicians from National Fisheries Authorities putting together the whole planning and design of the project. This includes the designing and erecting of a sign board, fish ponds and the costings of all the material needed. All profits from the fish sales will be returned to the project for future improvements and maintenance.

Background:
Titus Kuman consulted a group of youths in a village to come up with an agreement to form a bondage where they will work together to develop and own a project. These youths have formed a group called 'Kum Youth Focus' mainly to develop this project and others in the future. He also discussed this project with a group of volunteers helping him in his organisation, Youths for Sustainability, to spearhead the project, especially in coordinating and facilitating other experts to develop and provide advice for the development of this project.

The beneficiaries of this project will be unemployed and uneducated youths of the Kolgpeng community and family members. The goal is to provide an avenue for the local youths to support their own living in having access to basic services, and be self-reliant through earning their own income through the sales of their fish.

Objectives:
- Raise the local cash flow among the unemployed youths
- Mobilize youths to work together for common benefits
- Show that unemployed and uneducated youths are not a problem to the community but assets to the community

Needs:
- Obtain technical assistance from the the National Fisheries Authority and the Foundation for Rural Development;

- Design, build and monitor the fish ponds in accordance with the government standards;

- Plan, organize and hold 2 community meetings to promote awareness of the initiative and attract more buyers, in addition to those already identified in the business plan;

- Design and display a billboard with project information to be placed by the entrance to the fish ponds;

- Purchase 2000 fish fingerlings to be raised in the ponds and sold within the community in accordance with the business plan;

- Publicise the activities through local radio, television and newspapers;

- Evaluate the impact of the activity by asking the youth involved to complete a survey on their employment status and knowledge of fish farming before the activities begin and after (minimum of 50 youth to be surveyed); analyse and report on the results of the evaluation;
