Last March, the World Health Organization, leaning on studies carried out in South Africa, in Kenya and in Uganda, advanced the effect defender of the circumcision against the transmission of the HIV. The National AIDS Council (NAC) shows itself very reserved on the media display made around this proposition of the WHO today as measures defender for the heterosexuals. The circumcision is only reducing the risk of infection, but the (NAC) insists: it is not enough to be circumcised to be protected.
The National AIDS Council considers "surprising" that the WHO and the UNAIDS «returned so quickly recommendations [of the appeal to the circumcision] ". The professor Willy Rozenbaum, the president of the (NAC), indeed dreads «a serious risk that people consider, wrongly, totally protected from the virus, and has less appeal to the condom ".
In fact, that the circumcision can establish a protection for the transmission of the HIV what is not so much what is the object of the debate setting the CNS to the WHO, that a badly mastered communication. The (NAC) regrets whether it is " the message of a ' solution miracle ' which prevailed in the media ", since last March at the risk that the promotion of the circumcision " blur the existing messages of prevention ", in particular in Africa where more than 25 million persons are HIV-positive and where the AIDS establishes the main cause of premature death.
«If the circumcision is unquestionably an important element of the decline of the risks of transmission of the HIV of the woman to the man, [it] does not protect directly the women who, [them], will continue to become infected ", underlines the (NAC). Besides, " no search demonstrates that [the circumcision] decrease the risk of transmission within the framework of sexual relations between men ".
The circumcision is not enough to protect:
The (NAC) insists on the fact that the ablation of prelease is not thus enough to protect from the contagion, and that it is there only about a precautionary measure, being added to a range of basic precautions in front of the epidemic, namely: custom of the condom, loyalty, even abstinence. Besides, according to the (NAC), the advice of appeal to the circumcision addresses " only countries with high prevalence (especially if the custom of the condom is not enough spread), and not in the countries where prevalence is weak or targeted in a part of the population, as in France or in the United States ".
The (NAC) underlines that this act practiced en masse, on millions of persons, is going to represent «a supplementary load" for States which already miss medical staff to assure a good access to healthcare the patients. Without counting that the circumcision not being desirable for the already infected men, a screening of all the candidate male individuals with medical act is previously imperative.
The National AIDS Council dreads, besides, that «the systematization of such an act [becomes] a solution at a lower cost to the detriment of treatments ".

The city of Bonoua is one of the cities of the most touched by the HIV in my country; situated in the southeast celebrated luxuriously, the 22nd world AIDS day of fight against AIDS in first row Madam Minister Christine ADJOVI, the Cabinet director Assistant of the presidency of the republic representing the Head of State and the 1st Minister Guillaume SORO, Madam Ambassadress of the USA, representatives of the international, national organizations, the networks of fight against the HIV/AIDS, the community groups and the traditional leaders who were all presents.
Besides that Ivory Coast, following the example of the international community, celebrated yesterday in 1st December 2009 to Bonoua, the 22nd world day of the fight against AIDS. This day marks the 21th world campaign of fight against AIDS. Ivory Coast, which appears with a rate of 4, 7 % prevalence, is another zone of generalized epidemic. This year, the subject is: «the universal access and human rights ". For the Minister Christine ADJOVI, calls it to focus on this subject, it is a question of seeing to it that the fight led by Ivory Coast departs main brakes which handicaps it such as: the discrimination, the stigmatization, the injustices, the social disparities make for all and particularly against the vulnerable (the marginalized groups and the minorities). The Minister indicated that, the statistics showed that in Ivory Coast, only 10 % of the million settled pregnant women benefited from the screening during the antenatal consultations. In the positive tested proportion, only 56 % of the persons received the positive treatment to protect their newborn child of the infection. The Minister also indicated that, in spite of the efforts of the State and the partners having ended in the free access of antiretroviral ( ARV), only 49 % of the persons to put under ARV benefit from this treatment. That is why, if the State wants to reach the objectives of the universal access and to reduce prevalence of the AIDS to Ivory Coast, it is urgent to observe, pursued the Minister in charge of the fight against AIDS, the fundamental principles such as: the not discrimination, the right for the respect for the private life which implies the protection against the compulsory and confidential screening of the status of serology, the right for the freedom of movement which asks for the not criminalization of the persons living with the HIV / AIDS, The right for the information and for the complete education in sexual health and in the reproduction as a matter of fact, the right for the health which implies the access for all to all the services of preventive health. The Ambassador of the United States presents to the ceremony wished a dialogue between the State of Ivory Coast and his country, to find ways and means for an effective fight against this pandemic. The Minister Christine ADJOVI took advantage of this ceremony to decorate Dr COULIBALY Issa Malick. Then, 4 thousand food Kits consisted of pastas, rice, tomato, sardine, soap, to the persons living with the HIV / AIDS in the South – Comoé area. The activities of the ministry of the fight against AIDS continue. So, from today 2nd December 2009, the Minister belongs to Tiapoum. In the afternoon, the committee will belong to Aboisso, then on December 3rd to Adiaké to arrive on December 4th at Grand-Bassam to present the departmental committee of fight against AIDS.

Dear GYCAers,
Today is 1st December 2009, 22nd World AIDS Day , me think that you will say yourself certainly (excuse I if such is not the case) that people made too face to face of this disease, but knows that it is real and that very often it is there where we cannot imagine it. He (the HIV) waits for the favorable moment when we say about it we even «once that makes nothing «where can be «nobody has ever had it in my circle of acquaintances " or still " I love you too much to want your evil «or» look I, I can have it this thing... ". Just draw our attention without frightening us for all that, but bringing us to see the HIV in a different way and to say to us that it does not arrive that in the others, but to implement everything to stop this chain of infection of the HIV by responsible behavior and without risks. You say to yourself surely that there are so much means of fight against the HIV, but I would advise you this soft medicine which for some is terrible the first time and for the others impossible, but all agree to say that this medicine relieves, comforts and looks a real insurance when we use it.
This medicine is: THE VOLUNTARY SCREENING OF the HIV.
LET US SAY NOT IN the HIV BY A GESTURE WHICH IS WORTH THERE.
