COMING SOON: 2008 ECONOMIC REPORT ON AFRICA

The 2008 edition of the Economic Report on Africa (ERA 2008), the United Nations Economic Commission for Africa's annual flagship publication, co-published with the African Union Commission (AUC) , will be launched on 2 April 2008.

ERA 2008 focuses on the theme “ Africa and the Monterrey Consensus: Tracking Performance and Progress”.

It will be officially launched in Addis Ababa during the first session of the Joint Annual Meetings of the African Union (AU) Conference of Ministers of Economy and Finance and the United Nations Economic Commission for Africa (ECA) Conference of Ministers of Finance, Planning and Economic Development.

The meeting, which will convene in the Ethiopian capital from 31 March to 2 April 2008, is the main event in the yearlong commemoration of the Economic Commission for Africa's 50th anniversary.

As part of these celebrations, selected African Heads of State and Government and other eminent persons have been invited to reflect on the theme of the Conference, which is “Meeting Africa's New Challenges in the 21st Century” .

ERA is the key instrument through which African economic performance is tracked and assessed by the ECA and AUC. One of the main goals of the ERA is to identify policy challenges that countries face on the continent and to suggest practical solutions. Targeted at African and global policymakers, the ERA is meant to stimulate a process of discussion and change.

In addition to a review of regional economic trends, ERA 2008 assesses progress in terms of meeting international commitments to Africa in the six core areas of the Monterrey Consensus: mobilizing domestic financial resources for development; mobilizing international resources for development; promoting international trade as an engine of development; increasing international financial and technical cooperation for development; external debt relief and sustainability; and addressing systemic issues.

The 2002 Monterrey Consensus commitments aimed to upscale financing (domestic and international) in the region, as the vast majority of African countries will not meet the MDGs without this.

Copies of the report will be available (for free download) on the ERA 2008 website at www.uneca.org/era2008 from 16:00 GMT on Wednesday 2 April 2008.

ECA Book on National Information and Communication Infrastructure highlights best practices in national ICT policies

The ICT, Science and Technology Division (ISTD) of the Economic Commission for Africa (ECA) proceeded on 6 March 2008, at the Addis Ababa United Nations Conference Center with the official launch of the National Information and Communication Infrastructure (NICI) book, a 106 page document that captures the lessons learnt after almost a decade of national and sub regional ICT policy-making. The launch took place in the context of the Science with Africa Conference which runs from 3 to 7 March at the joint initiative of ECA, African Union other partners.

The NICI book summarizes ICT policy processes in countries including Rwanda, Ghana, Malawi and Nigeria and intends to help other countries chart their own ways to bringing ICTs to the service of their development. It analyses the critical success factors and identifies challenges and obstacles that need to be addressed to ensure effectiveness and sustainability of ICTs as a tool for development. “It's ok to do ICTs. But what is needed is to make sure they don't remain policies” stated Ms Aida Opoku-Mensah as she was addressing journalists, ICTs experts and international partners attending the launch ceremony.

ECA has been deploying considerable efforts to promote ICTs for development, through the adoption, in 1996, of the African Information Society Initiative (AISI), which is an action framework to build Africa's information and communication infrastructure. So far more than 30 African countries have embarked on the development and implementation of ICTs policies and plans.

The NICI book benefited from the financial support of many partners including, European Union, the Government of Finland, the Swiss Agency for Development and Cooperation and others.
