Description:
The DAC Working Party on Aid Effectiveness (www.oecd.org/dac/effectiveness) was set up in May 2003 in the context of the international consensus reached at Monterrey on the actions needed to promote a global partnership for development and accelerate progress towards the Millennium Development Goals.

In order to effectively cover its broad mandate the Working Party has established the following five themes to examine particular areas of interest: monitoring the Paris Declaration, public financial management, managing for development results , procurement and aid untying.



Background:
The Paris Declaration, endorsed on 2 March 2005, is an international agreement to which over one hundred Ministers, Heads of Agencies and other Senior Officials adhered and committed their countries and organisations to continue to increase efforts in harmonisation, alignment and managing aid for results with a set of monitorable actions and indicators.



Objectives:
The idea of the rap-song is to bring the voice of rural, mainly female youths from Ghana into the development expert discussion. In order to find a suitable amateur group, there will be a local coordinator in Ghana, who will distribute the call for participants to possible candidates, disperse information on the requested topic, set up a jury of music and development cooperation experts to choose the group that will be invited and act as responsible liaison and contact person for the presentation of the rap-song. The coordinator will be assisted by a member of the German development cooperation community in Accra. He or she will receive a token allowance for his/her services.
The invited group will receive a representation allowance, as well as travel expenses to and from Accra and accommodation facilities. They will also have the possibility to participate in a radio feature by Deutsche Welle international radio to be broadcasted world-wide. The rap group will give one 10-minute performance during the Round Table on “Harmonisation” discussions, which is thematically linked to the topic of discussion. It will also have the opportunity to perform at other occasions during the High-Level Forum in accordance with the conference organisers.
The topic of the rap should be the importance of “Harmonisation/Division of Labour/Complementarity – Aid Effectiveness” for everyday life of the participating youths. One of the central themes should be “trust” between the development agencies, national and local governments and administration as well as the rural population.
