The project touches upon a cross-sectoral partnership, involving institutions, the NGOs, the corporate sector and media - all driven by YOUth!

Background:
The problem


Along with the purely legal dimension, the project has a considerable social essence. Building strong institutions inspired by the young people as the voice of civil society also exceeds the public scope and reaches strong economic outputs, because of functional state machinery capable of establishing rule of law. Countering illegal economic activity per se will hinges an increase in the social welfare, which will be widely advantageous. These intersections are crucial to the advancement of Bulgaria, where young people, who are free from the mental burden of the autocratic past and economic struggles in the period of Communist rule, still bear the public hope as those who are able to move reforms further and build a wealth-bringing democracy.

A. Purpose

The project contributes to the consolidation of rule of law in transitional Bulgaria.
B. Mission

The project seeks to inspire youth-inspired solutions to legality across Bugaria.
C. Vission

The project envisages Bulgarian young people consolidating rule of law through their self-organised efforts.
D. Scope

The project geographically reaches 15 localities across Bulgaria, entailing a huge socio-economic and legal impulse therein.

Objectives:
1. To train 15 leaders of youth communities from 15 localities across Bulgaria in a session on rule of law-related topics.
2. To enable (financially and organizationally) these 15 young leaders to multiply their knowledge and skills in local dissemination campaings dedicated to legality reforms in their areas, each 1 month long.
3. To build sustainable nation-wide and local youth-centred cross-sectoral partnerships embarked upon rule of law enhancement in Bulgaria.

Milestones:
ACTION A - TRAINING (month 1)

1. Along with the donor and the training team, the applicant will complete the agenda and logistics (accommodation, transport, equipment, agenda). Criteria and application form for future applicants will be elaborated as well as the text of the invitation package will be approved. FLARE and the donor determine the criteria also on the small grants (lump sums) for follow up-activities. Among all, a requirement will be at least 1 to 2 matching local resources (in-kind and financial) for the follow-up activities.
2. the applicant issues and distributes the invitation package (project and seminar description, agenda and appliation form) to participants via the networks of youth organisations, informal groups and communities in Bulgaria (mailgroups, contact databases, etc) as well as the social networks.
3. The donor, the training team and the applicant select 15 out of the applicants and make a waiting list (reserves if someone withdraws).
4. Based on the precisely calculated needs and capacities of the selected participants, the training team makes final changes to the training curriculum (methodological and topical) and proposes training materials. If there are severe modifications necessary, they are coordinated with the donor.
5. Final notification on logistics and agenda is communicated to participants and pre-seminar training materials are emailed.
6. Seminar. Training and design of Action Plan and Code of Cooperation are drafted and adopted by the participants. The design and content of the website will also be determined therein. Announcement and clarification of the bid for lump sums.

ACTION B - LOCAL CAMPAIGNS (month 2-3)

1. Along with the trainers, the donor and the applicant team, criteria and application form to fund local campaigns.
2. Explain the contest to the applicants.
3. Accept application forms.
4. Disapprove or approve submitted proposals for local campaigns.
5. Follow local activities by giving advice and scrutinizing implementation.
6. Evaluate local campaigns.

ACTION C - COOPERATION AGREEMENTS AND WEB-SITE (month 4-5)

- Local campaigns involve institutions, NGOs, the business and media.
- They are asked to sign an agreement for long-term cooperation.
- National partners of the project are asked to enter into a long-term contract for cooperation.
Concrete implementation of the joint action plans starts.

MILESTONES AND DELIVERABLES

- Project milestones will be the training, the local campaigns and the initiation of long-term cross-sectoral partnerships at the natonal and local levels.

- The project deliverables will be the web-site created for cooperation and communication across the partners, as well as the Action Plan and Code of Cooperation drafted by them and the national and local Cross-sectoral Long-Term Partnership for Legality agreements.
