Description:
There is a lack of language and material appropriate HIV educational resources available, and locally based organizations generally do not have adequate access to resources that do exist. Working To Empower aims to change this. We are creating HIV educational materials driven by the demand of organizations large and small around the world – from School AIDS Clubs to the Human Rights Commission. These resources are free and are widely translated; currently we have twenty-one languages in translation. We aim to continue, expand, and scale-up our current efforts so as to fill the need and demand that our partner organizations have presented us.
Background:
Working To Empower (WTE) has active educational projects in six African nations, within these partnerships local organizations take the lead role in community behavior change educational efforts with the support of WTE. In every case thus far our local organization lacks teaching materials, access to educational materials, and language appropriate resources. Although these local organizations had volunteers and projects they lacked materials and reliable sources of information, thus making their efforts additionally difficult.
Having identified this need Working To Empower began its Resource Sharing Program at the end of 2006. From the simple idea of sharing the resources with whom we could not partner with directly in the field, the program has grown exponentially. In December of 2006 we had no partners within this program beyond those in the six nations where projects were being implemented. With six months of work, resource creation, networking, and translating Working To Empower has a resource base of over fifty resources and is translating into twenty-one languages. The program sends resources weekly to over one-hundred and fifty organizations in over thirty countries.
Since the demand continues to rise, both in issue specific materials and languages, WTE aims to expand and scale-up the current efforts. This will take form in additional networking (seeking additional partners, making the resources more known and available on our website), making our website more user friendly (translating the entire website and all resources into new languages and expanding upon those that are already in translation), creating more resources and expanding the translation capacity of our work. We aim to fill all the needs given to us by local organizations, which seek language and issue specific resources. WTE plans to continue this effort until the demand is satisfied.
Unique to this project is its ability to take place, and be managed, anywhere in the world as long as there is internet access. As such, the project will be based in Ethiopia.
Objectives:
• To network with organizations around the world working in various fields;
• To created demanded materials for HIV education and integration of HIV education into other fields;
• To fill the language gap found in currently offered resources that are both freely accessible and relevant;
• To seek feedback about each resource from partner organizations so as to make the resources most effective;
• To share information about HIV and AIDS on an international scale freely;
• To offer every language demanded of our organization;
• To fill all the informational and educational resource needs presented by partner organizations;

Action Plan
Within the first week of project operations the project manager will seek an assistant who will work within the field of networking (seeking new partnerships) as well as expanding WTE’s utilization of the internet (such as integrating our resources and organizations into existing connecting mechanisms including FaceBook, Taking It Global, Youth Venture, Flickr, and You Tube). This person will work on the WTE Resource sharing program for a duration of six-months. The goal of this staff will be to network with over one-thousand organizations who will receive all our materials, will send weekly resources to these partners (over a 24 week period), after which the program will be sufficiently running in such as way that the WTE team will be able to integrate the activities into their daily works. As such, after the six month period the assistant position will end, while the project will continue on under the auspice of WTE staff.
The project manager will also seek out professional web design assistance to make the website more user-friendly. This will include a redesign of the main page, dividing the entire webpage by language as we plan to have the entire site operating in six languages. This will be something similar to the current United Nations current home page, where one selects their choice language to view the webpage in. The design company will review the website to ensure maximum user-friendly presentation, in particular when accessing the resources.
A second person will be sought after to manage the uploading and online management of posting new materials and new translations. This person will be separate from the web design company to be most cost-effective. This person will only be hire for a three-month period.
The project manager will run the project for six-months, after which the start-up and expansion costs will be covered and WTE will be able to integrate the weekly material sharing into its daily activities. As a result, the project will be sustainable as it will be taken over by WTE staff and continued indefinitely, until the demand and need if filled – both in resources and languages. The program manager will be responsible for creating new resources, as such s/he will be experienced in the field of HIV education, resource creation, and behavior change communications.
Evaluation
The project will be evaluated monthly, creating reports and pointing out areas of needed improvement as well as areas of strengths. The project manager will be responsible for creating the monthly reports in a timely manner as well as submitting these reports to the donors and other interested parties.
Evaluation will include feedback forms from all participating partners, who will complete forms regarding the value of the resources, how they are being used, how often they are being utilized, the scope of the materials usage, and the languages that are offered. Those taking part in the program will also be requested to send material and language requests to the Resource Sharing Program manager at any time, so that these needs can be filled.
