Background:
VISION
With to changing life-style, the number of mental patients in India has been increasing alarmingly. WHO - in its annual report, the reveled this. The same information has been supplied by the latest report of Indian Institute of Psychiatrics. The report has specially highlighted the problem of psizophrenia, a serious mental disease. The conflict between ambition and reality, unimaginable changes in the society, increase in number of different diseases is cited to be the main reasons in the report.

WHO’s statistics is much more alarming in cities than in villages. It is estimated that 40% of urban population is suffering from depression. Anxiety is leading 55% of the population to perversion. 32% are taking the help of psychiatrists, as there is a lack of mental understanding between husband and wife. 45% people are becoming mental patients on account of sexual exploitations. The young boys are more prone to cigarette and liquor in the last five years in order to lessen their tension. Women between the age group of 19-26 are three times more inclined to drug addiction than before. On an average 56% couples do not have mutual understanding. Psychoanalytical cases are rapidly increasing. Many are opting for divorce. It has been estimated that 55% children are getting spoilt as there is a sharp mental difference between their parents.

According to Dr. Kedar Ranjan Banerjee, an eminent psychiatrist working with an NGO, the number of patients suffering from manic depressive psychosis is continually increasing. Some are seen to whisper; some think that their neighbours are always plotting against them. All these are the characteristics of pseizophrenia. Dr. Shiladitya Roy, another psychiatrist, feels that people must know where to draw a line between ambition and reality. Otherwise the number of mental patients in our society will increase in future.
1.1 It is noticed through a comprehensive examination to all questions relating to the rights and status of women, recognized women’s as a class who have been subjected to deprivation, brutalists and extortion. In other words, women who are nearly half the population suffer from many social and economic disadvantages.

1.2 We are seriously concerned about the increase of number of incidence regarding offences against women specially rape, molestation, dowry violence, wife beating, alcoholism, eve teasing etc. It is felt that such offences are not merely a problem of law enforcement, but are also indicative of the disabilities and inequalities from which the women of this area continue to suffer. The problem in this regard, therefore, needs to be considered in a wider social framework, taking into account the various socio-cultural and economic factors that make women more vulnerable to insecurtles, exploitation and degradation.

1.3 The traditional social structure, cultural norm sand value systems continue to place women in a situation of disadvantages interims of role relationships, decision making and sharing of responsibilities etc. Even the social laws that seek to mitigate the problems of women remains largely unknown as a result women when found in distress are much more insecure, socially and morally, than men in similar circumstances.

1.4 No Government effort alone can bring about significant results unless people themselves participate and respond to the demands of process. Thus, improvement of the status of women can be ensured only throughout full integration and participation in the task of development. We are eminently suited to experiment with the most effective strategies for reaching them not being limited by the flexibility of a bureaucratic structure and it rules a regulation.
