Dear All:
Here are a few things the Peru National Chapter considered important for re-structure.
I Common Goals
Although the WCY seems to have a world common goal, mainly ot get the youth more acticve and improve the condition of life could be our purpose. Nevertheless the Peruvian chapter feels that there should be cleare goals, this could be set up every number of years. every certain period of time. Therefore chapters around the world could work towards this goals which we believe need to be more specific. There should also be, at least as my whole group excpet myself are under 18 and at school, have a greater idea on structure. We have only spoekn with other organizations interested in this activity but have not made any formal proposals as we wanted to have a clear idea after restructuring was over of what was the next step.
The current goals appear to be to vague as well as the activities thus we feel unable to act. We dont know in what direction we should be moving.
II Begining Guidelines
The National Office of Peru strongly feels that it would be of great benefit to the organization if there is a road map, or a set of guidelines to guide new office in starting. Including how to organize and set up, how to contact other organizations, what are good projects. initiatives to start with.
III Goals
This should be chosen.
IV Reports
All chaptes should submit reports. We feel that rather than each country submitting their own report there should be a common format. Therefore the exchange of information would be easier, this could be posted on the net and chapters could easily learn about the activities of other chapters. We feel that this report should contain, number of members, chapters within the country, organizations with whom there are liasons, parternships, as well as a section of projects being planned (to permit suggestions), one of projects develop (including contact information to the head of the project so other offices could contact them to start similar projects). as well as other information tht the WCY wishes to know.
V Roster of Member
There should be a public international roster contianing the names, country, email of all wcy members. Including both chapters, national offices. If we dont have this, the Peruvian office feels it is extremely hard to collaborate and communicate.
VI Areas of concetration
Rather than having say specific goals we could collectively choose areas which appear to be more important, ie education about sexually transmitted diseases, poverty, hunger, and thus the youth of the world could unite and work to alleviate this issues.
VII Report to the WORLD
The Peruvian Office has a lot of initiative what we feel lost. I seriously dont know where to go, specially while the WCY is being restructured so we agreed to stop meeting until this process was over. The Peruvian Office would encourage the WCY Secretariat to make a newsletter to inform all WCY offices around the world of current developments. This way offices could know what is going on and would have an easier task in connecting with offices from other nations. We feel that this organization should not be segmented into nations, the youth must surpass these differences, we must all work together as citizens of Earth to solve the problems that affect us all.

It appears that the constitution of national office and the presidential manual do not fully correleate which do we follow?
IX The Peruvian Office would be thankful if detailed feedback could be given on activities of other chapters so we can start our own.

Introduction:
The WCYP has met four times this month and attended a youth conference in Peru organized by ‘el comercio’ a prestigious Peruvian newspaper. The consitution will be submitted the next working day to a lawyer for the formal inscription og the NGO. Ideas and projects have been developed.
NGO and Legal Status
The final terms that needed to be translated have been translated into spanish. The WCYP is keeping all records in both english and spanish as the latter is the official language of the country. The constitution will be handed on the next working day to a lawyer who will take care of the legal inscription as an NGO.
Chapters
There is currently many students interested instarting a chapter at the American school of Lima, and Newton College has been contacted. A petition to our school (that of all the natioanl officers) will be sent requesting contact information from all other schools in Lima and a centre for operations. We plan to locate our national office within school grounds as this would provide us with acces to internet, storage space, perhaps a computer and a phone number. This way we are to be able to oversee WCYP from the school. Althogh the formal request will be submitted next week there is support within the school administration for this project.
Youth Conference
One of the national officers found a news advertisement about a youth conference organized by ‘el comercio’ a prestigious peruvian newspaper those web address is www.elcomercio.com.pe. This conference was the first ever organized by the media in Peru for the youth. Although the WCYP recognizes and supports such activities the national office found that there was a lot that could be improved. This conference was held on March 18th. Although about 500 people were present most of them were over 25 years old and most if not all organizations were a branch of a non-youth led organization. For example the youth group of certian city hall. The manner inw hich the assembly was conducted was not benefitial as topics such as education, racism, environment were to be discussed they were not so. Having a speaker’s list and not chance for questions ro follow ups there was little debate. Most youth jsut said who they were rather than expressing their ideas on the topics, and if they did express their ideas there was no effort whatsoever to come to a consensus. Although we registered late, they promised us the opportunity to address the group; however this was not granted to us for unknown reasosns.
Important Areas
The national office in order to achieve its goals has chosen five main topics each directed by a member at large who will oversee certain areas that are deemed of great importance in Peru.
This are Human Rights led by Melissa Weisener and those missionw ill be to search for places were human rights are infringed and to take action agaisnt this infridgement. To concentrate its actions in Peru yet to raise the awarness of the Human condition worldwide so that the youth of the world can act together. It is the case of Peru that women and children are the victims of abuse and thus the WCYP will concentrate in these areas.
The follwing area is Education coordinated by Gloria Maria Gonzalez, this group will make statements education, research the quality of state run schools. It will contact the ministry of education in order to express its educational philosophy. Some of the projects that thios group wishes to start working with are: teaching shapes to kids through painting, notebook drive in order to provided materials to those lacking. Acknowleging education is the key to the future the WCYP will work to improve the conditions of schools, education. Recently it became public that the textbooks used in state-sponsored schools in Peru had flaws, gramatical, historical, mathematical errors. This committe finds that action must be taken as texts with errors should not be used to teachj.
Another group is Politics this will be lead by Pilar Bruce. This area is very importnat to the youth of Peru as the counry has emerged from a 10 year quasi dictatorial rule under Alberto Fujimori and our current president, Alejandro Toledo’s acceptance rate is below 8%. It seems that political turnmoil and uncertainty are the norm in Peru. The youth feels that the country needs to choose a direction and stay in it. Each incoming government accuses the former of corruption and money laundering and attempts to start from scratch; however, if the political parties could work togehter and agree on common goals sucesive parties in power would be working towars the same goals. As of now the WCYP only has the right to speak. We are in the process of forming the advisory board.
Peru has also had severe social problems consequently one of the members at large will be in charge of this. Johan Schweigg will oversee the activities of this comittee those goals are to promote youth involvement in community service, to help projects that are already runing. It also seeks to raise the level of awarness of what the peoples of the world are going through.
The last group that has been formed, though not necesarely the least important is Environment, this is lead by Veronica Roca. This group wants to make the youth environmentaly aware, to encourgae recycle, reusage and to reduce the materials that are wasted. It will take on the question of the polluted waters of the Rimac river, the question of the Coca leaf. The latter is a rather big issue in Peru as it is sometimes used to manufacture cocaine and the government has taking a stance to promote legal usage of the leaf (i.e not drugs). As the ecology club in Colegio Roosevelt has started recycling paper, bottles to blankets, the group will seek to establish similar programs throughout Peru. Another important goal is that the upcoming generations are environmentaly friednly as the Earth is approaching its carrying capacity and action needs to be taken.
Advisory board
The formation of the board of advisors is not yet official; nevertheless, there are adulsts in the private, public, humanitaria sectors who wish to be involved. This should be finalized by the end of April.
National Office curriculum
The curriculum of national officers will be sent to the International Secretariat.
Request to the WCY
The WCYP feels it is very importnat to have a spanish web, as most of latin americans are spansih speakers and few are bilingual. The WCYP is willing to take over the task of translating the entire english webpage to spanish in order to inform the spanish speaking community of the world about the World Congress of Youth.
